回顾—— 　　美国路易斯安那州最大城市新奥尔良是飓风“卡特里娜”袭击重灾区

　　由于地势低于海平面，加上防洪堤决口，新奥尔良市80%的城区遭洪水淹没。尽管这座48万人口的城市大部分居民已经转移，但仍有大约10万人在市区。不少滞留在市区的灾民从8月29日开始就处于断水、断电和断粮的困境中。
